Chinese city Hefei officially launched “Chuangxiang Hefei,” an integrated innovation and entrepreneurship service platform, as part of its push to foster new quality productive forces and upgrade its innovation-driven economy.

According to a press release issued by by The China Center for International Communication Development (CCICD) Monday in Beijing, the platform was unveiled at the Hefei Conference on Scientific and Technological Innovation Leading the Development of New Quality Productive Forces.
Against the backdrop of a new round of technological revolution and industrial transformation, Hefei, capital city of Chinese eastern province of Anhui, is adopting industrial internet thinking to deepen integration of the innovation, industrial, capital and talent chains, with the aim of strengthening regional innovation capacity and supporting high-quality development.
Designed to become one of China’s top innovation and entrepreneurship service hubs, the platform features a multi-channel service system centered on a unified service hotline, website and official WeChat account.
Users can access services around the clock via a 400-800-1234 hotline, an official web portal at https://cxhf.hfceloan.com/, and the “Chuangxiang Hefei” WeChat public account, with a commitment to responsive and results-oriented support, the press release added.
The platform has integrated more than 21,000 data items and built a “1+N” one-stop service matrix covering the entire life cycle of enterprises, including business registration, site selection, financing support and policy matching. The system is intended to simplify administrative procedures and provide convenient, citywide services with just a few clicks.
A key highlight is its AI-powered virtual assistant, “He Xiaochuang,” which replaces traditional menu navigation with round-the-clock intelligent dialogue. The digital assistant can instantly respond to policy and procedural inquiries, understand user needs accurately, and generate customized development plans through brief interactions.
By creating user profiles and leveraging its proprietary knowledge base and smart algorithms, the AI tool helps turn creative ideas into viable businesses in Hefei, CCICD said in the press release.
To ensure service quality and efficiency, Hefei has established a “Four Ones” support system: a dedicated task force for overall coordination, a central hub for daily operations, a complete set of supporting mechanisms, and targeted services for key business scenarios. The platform operates a closed-loop management system from inquiry to feedback, turning solutions for individual cases into systemic improvements for broader service efficiency.
